Richard Spencer, Vice President, is Director of Engineering, Senior Site Planner and Project Manager for Military and Civil-Private Development. Mr. Spencer has experience in private subdivision civil design and engineering, and military family housing site planning, design and engineering since 1971. As Project Manager, he supervises the design and production of proposal and final construction drawings and provides coordination through completion of construction.

Gerald Wasson, Vice President, Project Manager and Designer, received his Bachelor of Science Degree in Electrical Engineering from California State University at Los Angeles in 1986 and has completed graduate work at California State University at Northridge. He has experience in private subdivision civil engineering design and military family housing design, engineering and management. He also has two years experience as a field engineer for the power division of Los Angeles Department of Water and Power.

William B. Wright, Civil Engineer, has 29 years experience in engineering. He is a Professional Engineer in the State of California and received his Bachelor of Science Degree in Civil Engineering from West Virginia University in 1976. He has been a project engineer on several public works and private development projects and has experience with all aspects of water supply, sanitary sewage collection, drainage, and site improvements.
