Fowler, Owner and President of Spectrum Land Planning, Inc., is a licensed Professional Engineer in the States of California, Illinois, Mississippi, North Carolina, South Carolina, New Mexico, Texas, Virginia, Georgia, Washington, Kentucky, Oklahoma, Utah, Arizona, Missouri, Delaware and Hawaii, and is a member of the American Society of Civil Engineers.

Mr. Fowler received his Bachelor of Science Degree in Civil Engineering from Arizona State University in 1970. His experience includes a wide range of land development and military family housing projects throughout the United States and Cuba.
